PRB Welcomes Jessica Marcella to The Board of Trustees

WASHINGTON, DC — The Population Reference Bureau (PRB) is delighted to announce that Jessica S. Marcella, MPA, will join its Board of Trustees, effective October 1, 2026.

Jessica joins the board as PRB looks ahead to a pivotal chapter in the organization’s history: its 100th anniversary in 2029. That milestone comes at a time when leaders everywhere face growing pressure to understand and plan for demographic change. PRB is preparing for that moment by keeping evidence at the center of how leaders think about and anticipate the future. Jessica’s appointment strengthens that effort.

Jess is a co-founder of Triple Dividend Partners, a mission-driven consulting firm that partners with clients to improve health and well-being for the next generation, and a partner at the Arch Collaborative, a strategic initiative bridging key stakeholders to resist escalating threats to women’s rights and gender equality globally. She draws on more than 20 years of experience and deep public health connections to help organizations navigate policy, politics, and operations.

“Jessica brings PRB direct, recent experience on both sides of federal health policy,” said PRB President and CEO Jennifer D. Sciubba. “Her focus on gender equity while in government, paired with her ongoing work in reproductive health and rights, gives PRB exactly the perspective it needs as we keep evidence — not ideology — at the center of these conversations.”

Jess previously served as Deputy Assistant Secretary for Population Affairs and Director of the Office of Adolescent Health at the U.S. Department of Health and Human Services, under a Senior Executive Service presidential appointment during the Biden-Harris administration. In that role, she oversaw the nation’s family planning program (Title X) and the evidence-based Teen Pregnancy Prevention program, while advising the administration on reproductive and adolescent health issues. She also led gender equity, human rights, climate, and public health priorities within the HHS Office of Global Affairs.

I’m honored to join the board as it puts evidence to work — translating knowledge into progress and partnering with the broad ecosystem who shares our commitment to advancing gender equity and reproductive health, rights, and justice.”

Jessica’s career began on Capitol Hill, laying the foundation for a career in federal health policy and reproductive health and rights. She holds a bachelor’s degree in Human Biology from Stanford University and a Master of Public Administration from The George Washington University.
