Reena Khaiya Atuma

Reena Atuma is a policy advisor in International Programs. Her work focuses on advancing gender equity through evidence-based policy and financing approaches, including sexual and reproductive health and rights (SRHR), the care economy, and health systems. She has more than nine years of experience in public finance, policy analysis, and health systems strengthening.

Atuma has worked extensively on national and subnational budgeting processes, with expertise in health and gender-responsive budgeting and the use of data and evidence to inform policy and strengthen equitable resource allocation. She has also supported advocacy initiatives in sub-Saharan Africa, contributing to improved budget transparency and more inclusive, participatory budgeting processes at the subnational level, and led capacity strengthening efforts for civil society and non-state actors to enhance their engagement in public finance processes and policy advocacy.

Atuma holds a bachelor’s degree in sociology with information technology from Maseno University, and a certificate in program-based budgeting from Kenya School of Government. She is currently pursuing a master’s degree in health economics and policy at the University of Nairobi.
